Top Rail -
The solid horizontal piece at the top of a shutter panel. There is a notch cut out for the tilt bar.

Bottom Rail -
The solid horizontal piece at the bottom of a shutter panel.

Sizes of the rails are not fixed, but are determined by the height of the shutter panel and the louver spacing.
